Pennsylvania does not issue one general statewide license for every construction business. Residential home-improvement work is generally governed by HICPA registration, while Philadelphia may require an additional City license, tax accounts, insurance, and safety documentation.

STS professional fees for Pennsylvania and Philadelphia matters generally range from $500 to $2,000. Government charges, insurance premiums, training, entity filings, record requests, and payment-processing costs are separate.
The current state registration charge is $100 every two years. Online credit-card payments add a $2 processing charge; ACH payments currently have no added processing charge. The filing requires qualifying liability-insurance information and business disclosures.

The City currently lists the Commercial Activity License at $0 with no renewal fee. The requirement can apply to sole proprietors, subcontractors, independent contractors, corporations, partnerships, and other entities. New-home construction is not treated as home improvement under HICPA.

Yes, a business operating in Philadelphia generally needs a Commercial Activity License and a Philadelphia tax account before applying for other City business licenses. The City currently lists the Commercial Activity License at no cost, and it does not require renewal. The separate $20 Contractor License application charge is applied toward the $126 annual Contractor License fee.
Often, but not always. Philadelphia businesses performing qualifying home improvements must first address the state HIC registration. The City then applies either its Home Improvement Contractor path or general/specialized contractor licensing based on the property and work. STS reviews the scope before recommending the filing sequence.
The Pennsylvania HIC application requires truthful disclosure of specified convictions or pleas involving home-improvement transactions, fraud, theft, deception, or fraudulent business practices. Agencies may also request supporting explanations or disposition records. Never omit requested information. Yes. Pennsylvania law permits denial, nonrenewal, or suspension of licenses for qualifying child-support delinquency or certain failures to comply with support-related subpoenas or warrants after required notice. A qualifying delinquency can include support equal to or greater than three months of the monthly obligation when income attachment has not been possible. Address an active issue early and provide accurate documentation.
No. State HIC registration does not replace a Philadelphia contractor or home-improvement credential, and neither replaces a required electrical, plumbing, fire-suppression, demolition, or other specialized license or a project permit.
Yes, if they offer or perform covered home-improvement work in Pennsylvania and do not qualify for an exemption. Out-of-state entities may also need Pennsylvania entity and registered-office information.
