Yes! Suffolk County requires proof of General Liability insurance. Workers' Compensation and Disability are required if you have any employees or use any subcontractors at the time of application. If you do not have any employees and you don't intend to use any 1099 workers or subcontractors, you may be exempt from the Workers' Comp and Disability insurance requirement.

No, New York State does not have a license that covers the entire state. Each county has it's own license with their own set of rules and regulations. In some counties, there are certain towns or cities that have a separate license altogether like the the Hamptons and Shelter Island.
This one is a bit more complex. In order to qualify for a license in the Hamptons or Shelter Island you must first obtain a Suffolk County license. However, you don't need to obtain a license in the Hamptons or Shelter Island if you are working in other towns of Suffolk County.
Suffolk County defines your license and what type of work you may perform based on what classification (s) your General Liability insurance covers you for. For example, if you are covered under your insurance as a General Contractor then your license will show General Contractor. If your insurance shows that you are covered as painter only then you will be limited to painting work only on your license.
