NYC Permit & Insurance Tracking Support: What Is Holding Up the Job?

When this happens, people often say, “DOB is holding it up.” Sometimes agency review is part of the delay—but many permit problems begin with something more specific: a missing attestation, expired insurance, the wrong contractor information, an unresolved objection, an unpaid item, or a filing that is not actually ready for a permit request.

The fastest path forward usually starts by identifying the exact blocker.

A permit request is the last link in a longer chain

Pressing “submit” is not the beginning of the process. Before a permit can be issued, the underlying filing and responsible parties may need to be in order.

Start with these five permit questions

1. Is the job filing approved or otherwise eligible?

A permit request cannot fix an unapproved filing. Confirm the filing status, work type, responsible professionals, and any required approvals.

2. Are there open objections or required items?

Read the actual objection or deficiency. Do not guess. Some items can be handled by the contractor or filing representative; others require the architect, engineer, owner, special inspector, attorney, or another professional.

3. Is the contractor properly registered for this work?

The correct credential depends on the project. NYC DOB’s contractor guidance explains when a General Contractor registration, Safety Registration Number, Insurance Tracking Number, or other credential may apply.

4. Is the insurance current and matched correctly?

The company name, address, license or tracking number, certificate holder, policy dates, and required forms must line up with DOB records. A policy can be active while the certificate or electronic record is still unacceptable for the filing.

5. Are all required parties participating?

Owners, contractors, applicants, design professionals, and other stakeholders may need to complete actions in DOB NOW. One unanswered request can stop the chain.

Where an Insurance Tracking Number fits

An Insurance Tracking Number—often called an ITN—is used by NYC DOB to connect certain contractor insurance records to the Department’s systems.

It is not an insurance policy. It is not a contractor license. And it does not automatically make every filing permit-ready.

To obtain an ITN, an applicant generally submits required owner and insurance information through DOB NOW. NYC DOB’s official Insurance Tracking Number guidance identifies accepted workers’ compensation, disability, and general liability documentation.

An ITN may be the right credential for certain alteration work, while other projects require a General Contractor registration or Safety Registration Number. The project facts determine the path.

Three different tracking-number needs

Initial registration

The contractor does not yet have an Insurance Tracking Number and needs to submit the initial application and supporting insurance documents.

Insurance update

The contractor already has a tracking number, but a policy renewed, changed carriers, or needs corrected documentation.

Ongoing monitoring

The contractor expects to pull permits in the future and wants to reduce the chance that an unnoticed insurance expiration creates a last-minute problem.

What to send when asking for permit help

Can an active insurance policy still cause a permit problem?

Yes. The submitted document can be expired, incomplete, mismatched to DOB records, missing required wording, or not yet updated in the correct system.

Can STS replace my architect or engineer?
